Phone Apps are different from computer apps.
But there is an App called Bluestacks. When installed in the computer it helps read phone Apps, access and use them.

Note sure if it possible to install apks on a pc…You may also search to see if the same app has a desktop executable file that can be installed on a PC

Using an emulator on the computer u can install it
The two of different OS to to use something that will function in both systems u need emulators
There are different in terms of operating capacity, phone apps can be stored in computer as files using USB cable or Bluetooth but cannot be installed because it won’t operate very well in windows. But you can send the apps stored to mobile devices and then installed in phone.
