NEMSA orders Kaduna Electric to halt meter replacement at MPH Estate 

The Nigerian Electricity Management Services Agency (NEMSA) has faulted the Kaduna Electricity Distribution Company (Kaduna Electric) over its controversial meter replacement exercise in MPH Estate, Millennium City, ordering the DisCo to suspend all ongoing decommissioning activities for violating regulatory procedures.

The directive, contained in a letter dated November 24, 2025 and signed by NEMSA’s Managing Director and Chief Electrical Inspector of the Federation, Aliyu Tukur, followed a petition submitted by the MPH Estate Residents Association on October 31.

NEMSA said its findings showed that Kaduna Electric removed and replaced meters without prior notification, without verification tests and without the mandatory joint inspection involving NEMSA officials and the DisCo’s technical team. 

It added that some meters were replaced without documentation or evidence of test results, contrary to the Nigerian Metering Code, NERC Order No. NERC/246/2021 and earlier directives issued in 2020, 2021 and 2022.

Blueprint reports that the communities had been disconnected several weeks ago by Kaduna Electric after they resisted the introduction of new meters, a development that triggered the petition and subsequent regulatory intervention.

NEMSA, in its letter, directed Kaduna Electric to, “immediately suspend all meter-related activities in the estate pending inspection and clearance,” and mandated the DisCo to submit a detailed report of all decommissioned and replaced meters within seven working days.

The letter was copied to the chairman of the MPH Estate Residents Association (MPHERA), acknowledging receipt of the complaint and assuring residents of further regulatory follow-up.

Reacting, Wednesday, the MPHERA chairman, Dr Muhammed Suraj Yusuf, described the NEMSA directive as a “major vindication” of the community’s resistance against what they called an unlawful and intimidating meter replacement exercise.
