WeChat and TikTok Secure Malaysia Operating Licenses, X and Google Missed Application Deadline

The Malaysian Communications and Multimedia Commission (MCMC) announced on January 1st that the country’s operating license system for social media platforms has officially come into effect.

MCMC stated that WeChat and TikTok had obtained operating licenses before the deadline on December 31st last year, and Telegram’s application is in the final stages. In addition, Meta has initiated the license application process, with expectations of completion soon.

The agency mentioned that the social media platform “X” believes that its user base in Malaysia has not reached the threshold of 8 million. They stated, “We are actively reviewing the validity of X’s claimed user numbers and will continue to engage to assess X’s status.” In early 2024, X reported having 5.71 million users in Malaysia. Meanwhile, Google raised questions with MCMC regarding the video sharing function of its platform and its classification under the licensing framework. MCMC responded that they have reviewed the issues raised by Google and will ensure that YouTube and all relevant platform providers meeting licensing standards have an obligation and responsibility to comply with the provisions of the licensing framework.

The Malaysian Communications and Multimedia Commission (MCMC) announced in July last year that, to combat cyberbullying and misinformation, all social media and internet information service platforms in the country with over 8 million registered users must apply for an application operation license from the government between August 1st and December 31st last year. Otherwise, they would not be allowed to continue operating in the country from January 1st this year, and authorities would take appropriate legal action against non-compliant platforms. MCMC stated that the new framework requires social media and online communication platforms to abide by the law and cooperate with the government in combating fraud, bullying, and online criminal activities such as sexual violence against children. The statement clarified that the new regulatory framework only applies to platforms that meet licensing standards and does not involve users.
