PMAN welcomes police report on Abuja land

The Performing Musicians Employers’ Association of Nigeria (PMAN) says it has received and reviewed the investigation report issued by the Inspector-General of Police (IGP) Monitoring Unit concerning activities linked to Olusco Heritage & Investment Ltd and Mr. Olufemi Olumeyan on its property at Plot 504, Cadastral Zone B00, Kukwaba, Federal Capital Territory, Abuja.

Expressing profound appreciation to the Police for the professionalism and diligence demonstrated throughout the investigation, PMAN president Pretty Okafor said the report by the IGP Monitoring Unit recorded a prima facie case that includes obtaining money by false pretences, cheating, violence, assault, causing harm, threat to life, and conduct likely to cause a breach of the peace in relation to unauthorised dealings over the said property—Plot 504, Cadastral Zone B00, Kukwaba, FCT.

He noted that in April 2023, PMAN and Olusco Heritage & Investment Ltd signed a Joint Venture Agreement (JVA) that expressly contained a condition precedent: a specified premium was to be fully paid to PMAN before the JVA could “come into effect.” Olusco never paid the premium in full, leaving the JVA legally inchoate and unenforceable.

Okafor stated that PMAN, as the lawful title holder to Plot 504, Cadastral Zone B00, Kukwaba, has repeatedly sought compliance. However, concerning signs indicated Olusco was selling plots to the public despite lacking an enforceable mandate from the landowner.

As the umbrella body for music performers and employers pushed for transparency and lawful mobilisation on site, and Olusco complained of funding constraints, Okafor subsequently introduced an international investor for the Monaco project.

He added that Olusco reportedly asked that the investment funds be paid into a personal account—a request the PMAN leadership under his watch considered wholly inconsistent with international best practice and firmly rejected.

When PMAN increased its scrutiny—particularly amid credible rumours of unauthorised off-plan sales—there followed a campaign to undermine its lawful leadership, including efforts involving former PMAN General Secretary Mr. Boniface Itodo and Mr. Zakky Azzay, whose names were later cited around unauthorised activities.

The Police, in its report, further records governance clarifications within PMAN—suspensions/dismissals by the National Executive Council—and highlights that impostors and dismissed officials continued to misrepresent themselves as PMAN leadership, contributing to public confusion and alleged criminality.

In the midst of these tensions, PMAN, in February 2024, received credible documentation indicating that Olusco had entered a separate “Development Agreement” with G & D Building & Engineering Ltd, under which ₦350,000,000 was paid to Olusco, while G & D also incurred significant site costs—roadworks and other preliminaries.

When the relationship soured, Olusco repudiated responsibility, denied signatures, and, according to reports to the Police, mobilised thugs to disrupt operations and intimidate workers. G & D petitioned the IGP; the IGP Monitoring Unit investigated and has now issued its report setting out the prima facie findings referenced above.

According to Okafor, the PMAN leadership, in a bid to protect the public, on December 7, 2024, formally terminated the Olusco arrangement, citing the unfulfilled condition precedent, attendant breaches, and the unfolding risks to the public.

He noted that in coordination with law enforcement, PMAN strengthened the perimeter security at Plot 504, adding that during a recent police-supported dispersal of an unlawful incursion, tear gas was deployed. One individual fell and sustained a minor knee injury while fleeing and is receiving care at a police hospital.

“Contrary to sensational online claims, no person was shot, and the Nigeria Police Force acted lawfully and professionally to keep the peace,” Okafor said.

The PMAN president stated that the Police investigation report, which is now available to authorities and accredited media upon request, sets out the alleged pattern of misrepresentation, unauthorised sales, intimidation, and disorder. It also notes the roles of Mr. Boniface Itodo and Mr. Zakky Azzay in the broader context of mis-governance claims and continued impersonation that misled the public.

Okafor further emphasized that all persons named in the report are presumed innocent unless and until guilt is established by a court of competent jurisdiction. He added that the Association will not litigate the case in the media and will defer to law enforcement for operational detail.

He said, “To protect victims while preserving PMAN’s rights, we urge victims to step forward with complaints. PMAN is cooperating with the IGP Monitoring Unit and relevant agencies on fund-tracing, title safeguards, and prosecutions where appropriate. No transaction, sale, allocation, pledge, or advertisement on Plot 504, Cadastral Zone B00, Kukwaba, FCT is valid without PMAN’s written consent.

“We urge anyone who paid money to unauthorised parties to Olusco Heritage & Investment Ltd / Mr. Olufemi Olumeyan (or their agents/affiliates) for plots or units on Plot 504, Cadastral Zone B00, Kukwaba, FCT, to come forward for verification. The Investigation Report is a crucial step toward accountability. We are aligning with the IGP Monitoring Unit and EFCC so that victims are identified, assets are traced, and the courts can do justice.

“We thank the Nigeria Police Force for a thorough, professional investigation. Our focus now is public protection and restoring confidence around Plot 504, Cadastral Zone B00, Kukwaba, FCT. “PMAN will not release sensitive personal data or evidence that may prejudice ongoing investigations, but will facilitate in-camera review with the appropriate agencies and the court where required.”
